The Organization of Municipalities Concerned about Marijuana (OMCM)

The Organization of Municipalities Concerned about Marijuana (OMCM) is a SAM-led initiative consisting of officials from localities that have implemented strict controls on marijuana, including those that have banned marijuana stores altogether, and officials from other jurisdictions interested in promoting public health-based marijuana laws.

Through OMCM, these localities share best practices, model ordinances, and other strategies.

Below are some sample ordinances used to prohibit marijuana stores. Included is a list of local cities and counties that have prohibited or implemented moratoria on marijuana stores.

The Colorado Municipal League (CML)  offers copies of ordinances banning retail/recreational marijuana, and ordinances banning “medical marijuana.”
CML also provides a list of CO cities banning marijuana (current as of April 2015), and these two more general information sheets on the issue:

Farther west, the California League of Cities also reproduces a number of ordinances banning “medical marijuana,” although such laws generally do not address retail/recreational sales.
